[현장스케치] 세계인종차별철폐의 날 기념대회

 

“난민이 되기로 선택한 사람은 없습니다. 하지만, 더 나은 미래를 위해 위험한 여정을 떠난 용감한 영혼들은 외국땅에서 편견과 차별에 부딪히기도 합니다. 난민들이 존중 받으며 삶을 재건할 수 있는 기회를 만들기 위해 함께 노력합시다.”

 

3월 17일 오후 2시 서울 중구 서울역광장 앞 계단에서 난민 활동가인 알렉스는 UN이 정한 ‘세계 인종차별 철폐의 날(3월 21일)’을 기념하기 위해 열린 행사에서 이와 같이 말했다. 이번 행사는 1960년 3월 21일 남아프리카공화국에서 인종분리정책인 아파르트헤이트에 반대하며 인종차별 철폐 시위를 하다 경찰이 쏜 총에 맞아 69명이 희생된 것을 기리는 차원에서 시작됐다. 한국 사회에서는 이주민 당사자에 대한 차별 금지와 이주민에 대한 평등, 안전 보장을 요구하는 행사를 개최해왔다.

 

알렉스 활동가는 “세계 인종차별 철폐의 날을 기념하기 위해 모인 우리는 차별이 전 세계, 개인, 커뮤니티, 사회에 미치는 심대한 영향을 다시 한 번 생각하게 된다”며 “난민은 단순한 통계나 헤드라인의 대상이 아니라 꿈과 열망, 그리고 무한한 잠재력을 가진 사람이라는 것을 잊지 말아야 한다”고 강조했다.

 

그는 “(난민들은) 우리 사회를 매우 풍요롭게 하는 독특한 재능과 기술, 경험을 가지고 있지만, 외국인에 대한 적대감, 혐오, 그리고 제도적 불평등으로 인해 통합과 발전을 가로막히는 상황을 너무 자주 직면하게 된다”고 했다.

 

알렉스 활동가는 이를 위해서는 분열과 공포의 정치를 거부하고, 공감과 연대로 함께하려는 노력이 필요하다고 강조했다. 또, 인종차별을 지속시키는 구조적 장벽을 허물고, 난민들이 존엄과 존중을 받으며 삶을 재건할 수 있는 기회를 만들기 위해 함께 노력해야 한다고 그는 강조했다.

 

 

세계인종차별철폐의 날을 맞아 이번 행사를 주관한 ‘차별금지법제정을 위한 이주인권연대’와 행사를 공동 주최한 세계 인종차별 철폐의 날 기념대회 참가자들은 이주노동자 사업장 변경 제한 및 지역제한의 문제, 이주여성 노동착취, 성착취 문제, 미등록 이주민 단속추방의 문제 등에 대한 주제발언을 통해 차별 철폐를 외쳤다.

 

이들은 인종차별 현수막 찢기 퍼포먼스 뒤 서울역 광장에서 용산전쟁기념관 앞까지 거리 행진을 통해 ‘모든 형태의 인종차별을 철폐하고, 이주민의 인격을 존중하며 노동과 생활 면에서 차별 없이 대우할 것’을 요구했다. 대회 뒤 거리 행진에 나선 이들은 ‘차별금지법 제정’ 등을 요구하는 팻말과 깃발을 들고 활동을 이어갔다.

 

끝으로 알렉스 활동가는 평생을 아파르트헤이트 폐지를 위해 싸워온 넬슨 만델라 전 남아프리카공화국 대통령의 말을 빌려 이와 같이 말했다. "피부색이나 배경, 또는 종교 때문에 다른 사람을 미워하며 태어나는 사람은 없습니다. 사람들은 미워하는 법을 배워야 하지만, 미워하는 법을 배울 수 있다면 사랑도 배울 수 있습니다. 왜냐하면 사랑은 그 반대보다 사람의 마음에 더 자연스럽게 찾아오기 때문입니다.“ 그는 오늘 본인의 투쟁이 편견과 박해를 넘어 사랑과 연대로 기록되길 바란다고 덧붙였다.

Ladies and gentlemen,

 

Today, as we gather to commemorate the International Day for the Elimination of Racial Discrimination, we are reminded of the profound impact discrimination has on individuals, communities, and societies worldwide. It is a day to reflect on our collective responsibility to stand against prejudice and promote equality for all, regardless of race, ethnicity, or background.

 

Refugees those individuals who have been forced to flee their homes due to persecution, conflict, or violence. These brave souls have embarked on perilous journeys in search of safety and a better future for themselves and their families. Yet, upon reaching foreign shores, they often encounter barriers, prejudice, and discrimination.

 

Let us not forget that refugees are not simply statistics or headlines; they are human beings with dreams, aspirations, and untapped potential. They bring with them unique talents, skills, and experiences that enrich our societies in countless ways. Yet, too often, they face hostility, xenophobia, and systemic inequalities that hinder their integration and advancement.

 

As we stand here today, let us reaffirm our commitment to upholding the inherent dignity and rights of every refugee. Let us strive to create inclusive societies where diversity is celebrated and where all individuals, regardless of their background, can thrive and contribute meaningfully.

 

Let us reject the politics of division and fear, and instead embrace compassion, empathy, and solidarity. Let us work together to dismantle the structural barriers that perpetuate racial discrimination and create opportunities for refugees to rebuild their lives with dignity and respect.

 

In the words of Nelson Mandela, "No one is born hating another person because of the color of his skin, or his background, or his religion. People must learn to hate, and if they can learn to hate, they can be taught to love, for love comes more naturally to the human heart than its opposite."

 

On this International Day for the Elimination of Racial Discrimination, let us stand together as allies in the fight against discrimination in all its forms. Let us build a world where every individual, regardless of their race or refugee status, can live free from fear, prejudice, and persecution.
