난민거부 정책 폐기, 난민인권을 위한 난민법개정 이제 답하라

여러분, 안녕하십니까.

 

짧은 시간이지만 난민으로서 제가 경험한 것을 나누게 되어 매우 기쁩니다.

오늘 발언을 통해 국민건강보험과 정부주거지원, 이 두 가지 주제에 대해 말하고자 합니다.

 

1)    국민건강보험에 관하여

 한국에서 난민으로 인정받고 난 후 출입국·외국인정책본부 (이하 “출입국”)에서 “한국에서 난민의 권리에 관한 가이드북”이란 책을 받았습니다. 난민 인정 며칠 후, 저는 건강보험을 제공하는 직업을 구할 수 있었고 우리 가족에게는 아주 좋은 일이었습니다. 하지만 문제가 생겼습니다. 저와 제 아내, 아이들이 출입국과 난민실에서는 가족으로 받아들여지지만 다른 정부부처에서는 가족으로 인정되지 않았기 때문입니다. 그래서 제 아내와 아이들은 여러 달 동안 제 직장을 통한 건강보험혜택의 수혜를 받을 수 없었습니다. 따라서 제 아내는 따로 건강보험에 가입해야 했고 아내와 아이들의 보험료 또한 따로 냈습니다 (본인 14,00원, 아이 1인당 10,000원). 한국에서 기나긴 과정을 거쳐 난민 인정을 받고 매우 행복하지만, 이 상황을 통해 한국 사회에 받아들여졌다는 느낌 대신 충격을 받을 수 밖에 없었습니다. 왜냐하면 저를 제외한 아내와 아이들의 보험료를 가족 수에 따라 각각 내야했기 때문입니다.

 

얼마 간의 시간이 지난 후 저는 직장을 잃게 되었고, 건강보험 혜택 또한 누리지 못하게 되었습니다. 그 결과, 저도 따로 건강보험료를 내야 했습니다. 제 건강이 악화되었기 때문에 우리에게 매우 힘든 상황이 되었습니다. 한 달 후, 정부의 의료급여수급을 받을 수 있도록 지원해보라는 조언을 받았고, 다행히도 정부의 지원을 받을 수 있게 되었습니다.

 

제주로 간 예멘 난민 가족의 이야기를 들은 적이 있는데, 어머니는 본국에서 돌아가시고, 아버지는 강제출국 당한 상태였습니다. 한국 정부는 부모를 동반하지 않은 자녀들이 가족결합형태로 인정되지 않았기 때문에 각자 건강보험료를 내라고 하였습니다. 그 결과 다섯 명의 자녀들이 자신들의 건강보험을 각자 책임져야 하는 상황이 되었습니다. 또한, 그들이 내는 보험료는 일반적으로 가족단위로 내는 것보다 더 비쌌습니다.

 

한국정부부처가 우리를 대하는 방식이 매우 헷갈립니다. 어떤 기관은 우리를 가족으로 보고 또 다른 기관을 우리를 가족으로 생각하지 않습니다. 예를 들어, 거주증명서를 발급할 때에도 우리는 가족으로 되어있지 않고, 개인으로 등록되어 있습니다.

 

2)    주거 지원에 관하여

 

작년, 안산시로부터 주거취약계층지원에 지원하라는 편지 한 통을 받았고, 관할 지역에 있는 사무소로 갔더니 외국인이기 때문에 신청할 수 없다는 대답을 들었습니다. 제가 궁금한 것은 시에서 우리에게 지원하라고 신청서를 보냈는데 아예 신청할 수도 없는 상황이 발생하는지 입니다. 왜 이런 일이 생기는 걸까요? 출입국에서 받은 가이드북에 따르면 난민인정자는 한국 국민과 동등하게 대우받아야 하고 지원 대상이 될 수 있다고 쓰여져 있는데 말입니다. 현실에서는 적용되지 않습니다. 제가 외국인이기 때문이겠지요. 난민으로서 우리는 우리의 권리를 정확하게 알아야 합니다. 여러분들이 우리가 더 정확히 우리의 권리를 알 수 있도록 도움을 주시기를 바랍니다.

Good morning everyone!

It’s a pleasure to share a very short experience as a refugee with you.

My little speech has two points.

1. The matter concerning “national health insurance.

2. The matter concerning” “Government Housing Support”.

 

1. The matter concerning “National Health Insurance”

After being granted as a refugee, I received “rights list on refugees guide in Korea” from the immigration office. Several days after, I got a job providing health insurance. It was good for my family, but there is a problem:

My wife, children, and I, we are recognized as a Family by the immigration refugee office. However, other government offices and their system do not accept us as a Family. As a result: For several months, my two children and my wife were not able to be cover our health insurance under my work insurance. Thus, My wife had to separately register to the local health insurance and pay the insurance fee for each one of my children and hers. (My wife: 14.000, my children 10.000 each). I was really shocked about this reality instead of feeling a sense of belonging in Korea, even though I was thrilled that I was granted as a refugee after a lengthy procedure. Because of this, I had to pay the health insurance fee for everyone in my family except me.

 

As time goes, I lost my job, including health insurance. Then I also had to pay my insurance fee separately. It was difficult for us because I was so sick. After one month, we were advised to apply for governmental Medical Care Assistance. Fortunately, we were selected to benefit government assistance.

 

I heard one of Yemeni family in Jeju that the mother was dead in their country and father was deported. The government requires the unaccompanied children to pay their national health insurance individually since their case is not accepted as a family unification policy. As a result, the remained five children should be responsible for health insurance. Additionally, their fee is higher than the average families. 

NOTE: We are confused about how Korean government offices treat us. Some offices see us as a family, whereas others do not.

For example, the government office issues our certificate of residence individually, not for as one family composition.

 

 

2.     The matter concerning, House support

 

Last year, we received a letter from ANSAN city to apply for public housing, which is called LH, as usual, when we visited the local district office to apply, we were automatically rejected by a simple reason that we are foreigners.

The question is: how can the city hall send us an application, and the same application being rejected by the local district? How can the city hall send us the application and it gets rejected by the local district?

According to the guideline we received from the immigration, it is noted that granted refugees have the same right in term of receiving the support as Korean citizens. But this doesn’t work! For what reason? I am a foreigner. At least, we must know clearly about our rights as refugees. Hope you can give us more clarification on this matter.
