The Korea Institute of Public Adminstration (KIPA), public-funded research institute under the Prime Minister’s Office, is conducting a research to improve policies on adaptation and integration to local community of foreigners. As the number of foreigners living in Korea is on the rise, the government (Ministry of the Interior and Safety) has recognized the group as subject that requires support and management at the local level by naming “Foreign Residents”. However, it is apparent that what kind of status and rights foreigners can enjoy as local residents and how they can coexist harmoniously with Korean residents as a member of the local community have not been discussed in depth. Thus, this research is a basis work to prepare the scope of rights and obligations that can be recognized for foreigners living in Korea who are not citizens but as“denizens”. This will be a foundational process preparing policy alternatives to promote an inclusive and community-integrated foreigner/immigrant policy.
For meeting such goal of this research, foreigner and immigrants’ cooperation living in Korean society is required above all. As local residents, it will be of great help to the research process if you can tell us about your sense of belonging, scope of rights enjoyed, level of accessiblity to public services, and other experiences living in Korea.
